Lawyers with higher academic certificates earn lower incomes in Shanghai

Chinanews, Shanghai, April 29 - A report on the life of young lawyers in
Shanghai was published recently, revealing that lawyers with higher
academic certificates don't necessarily earn higher incomes.
The report covers 49 lawyers, and 55% of those whose annual incomes are
between 10,000 yuan and 50,000 yuan are with Master's degrees, while the
figure of those who earn more than 50,000 yuan or even more than 100,000
yuan every year is only 33%.
About 50% of the respondents earn between 10,000 yuan and 50,000 yuan
every year, 34% between 50,000 yuan and 100,000 yuan, and 13% above
100,000 yuan.
Obviously, the income of lawyers depends much on their experience and the
quality of their service, rather than their educational level.

Bullet train reaches Zhuzhou

The D106 bullet train, Harmony of the China Railway Hi-Speed (CRH)
reached Zhuzhou of Hunan Province in its first travel at 15:00 on April
19. It set off at 14:28 from Changsha of the same province that day, and
its destination was Shanghai. Nowadays, it only takes 7 and a half hours
to travel from Changsha to Shanghai, rather than the past 15 hours,
thanks to the hi-speed train.

Housing price keep rising despite govt control measures

Chinanews, Beijing, Apr. 18 �C Although Chinese government has taken
measures to regulate property market, the housing prices still keep on
rising. On Tuesday, the State Development and Reform Commission and the
National Bureau of Statistics jointly issued a set of data, which shows
that in last March, the housing sales price in 70 big and medium-sized
cities across China rose by 5.9% compared with the same period last year.
The growth rate was 0.6 percentage point higher than that of last month.
In last February, prices of newly built commercial houses sold in 70
cities across China rose by 6%. Housing prices in Shenzhen, Beijing and
Guangzhou grew by 10.7%, 9.9% and 8.6%, respectively, the fastest among
all.
Price of used houses continued to grow in Shenzhen, Beijing and Dalian,
with such price growing the largest in Shenzhen among all cities. In last
March, price of used houses increased at an average rate of 12.7%.
In recent years, Chinese government has taken a series of measures trying
to drag down the housing price and some of the measures are really tough.
Despite this, housing prices continue to soar in China.
Days ago, Chinese officials admitted that housing prices remained high in
some large cities despite government efforts. At present, housing supply
structure is still inappropriate, since only 16.1% of the new commercial
houses are built with a floor space of less than 90 square meters each,
while Chinese government has hoped that the proportion of such houses
should account for 70% of the total houses sold. In addition, the
low-rent housing system launched by the government only covers a limited
number of people and is therefore unable to drag down the housing price
as government expects.

Second longest relief sculpture

Beijing olympic venues start construction

Apr. 18 - Public bidding and equipment purchasing of the construction of
2008 Beijing Olympic venues are now in full swing.
As officials with Beijing Olympic Organizing Committee said at the
International Forum on Construction and Operation of Beijing Olympic
Stadiums, 36 Olympic venues have started or are going to start
construction this year.
The one-day forum held Monday in Beijing offers sports equipment demands
for producers and providers, and discusses operation, funding, venture
management and post-Olympic use of the venues.
More than 700 enterprises around the world attended the forum.
In addition, Beijing Municipal Government also introduced five Olympic
economic consultants at the forum. They are Gilbert van Kerckhove from
Belgium, Maurice Louvet from France, Chinese-American Charlie Song, David
Huang and Qian Ying, a Chinese entrepreneur.
The consultants will offer counsel for the venue construction, operation
and development of Beijing.

Auto dealers face choices

With the implementation of China's "Administration Measures on
Distributing Automobile Brand-names," small and weak automobile dealers
that have difficulty in attaining brand name authorization now face a
dilemma of narrowing business space. In China, over 30,000 car dealers
have registered with industrial and commercial departments. Only 2,000
(7%) are part of franchised sales networks (including 4S shops)
authorized by manufacturers. Over 90% of China's automobile dealers now
face two choices: become secondary dealers or be phased out of the
market. The automobile market must soon enter a new round of
restructuring.

Great Wall Stamp issued

stamp with personalized service, on Apr. 1st. This is the first stamp
with personalized services issued in 2005. It still uses the quadrangle

Broadband use skyrockets

Largest copper drum

Yesterday, Nanning's Institute of International Folk Music, the Tourism
Bureau and the Culture Bureau of Baise City set up the world's largest
ancient copper drum sculpture in the Baise Train Station's plaza. The
copper drum was discovered in the Putuo Tomb, Xilin County, in 1972. With
a diameter of 77.5 centimeters and a height of 52-centimeters, it is of
the Shizaishan type. Decorated with Duchan, Yuren and Egret designs, the
drum bears profound cultural implications for Baise. The gigantic
sculpture is an enlarged replica modeled on the drum. It has a diameter
of 13.6 meters, a height of 15.6-meters, is 8.9-meters thick, and weights
32 tons.

Olympic torch expected to run through Taiwan

BEIJING, Mar. 15 - Olympic organisers in Beijing wants the traditional
torch relay for the 2008 Games to pass through Taiwan, the Beijing News
reported on Monday.
"The domestic torch relay should cover as much ground as possible and
involve all China's provinces, regions and peoples, including Hong Kong,
Macau and Taiwan," the newspaper quoted Liu Qi, president of the 2008
Beijing Olympics organising committee, as saying in a Sunday interview on
China Central Television.

1st good-faith alliance on wireless Internet

Tom.com's CEO Wang Leilei announced the founding of a good-faith alliance
between Mainland China's relatively well-known Monternet (a compound word
created with Mobile and Internet) value-added service providers,
including Tom.com, Tencent QQ, Linktone, Sina, Sohu and Netease. The
alliance took the lead in making eight commitments, such as "compensation
for double mistaken message fees," in the mainland. Consumers once
regarded the variety of wireless Internet services as traps. Now, such
services are expected to be standardized.

HK Disneyland to begin trial operation

The first goodwill ambassador of Hong Kong Disney assumes his official
post.

Chinanews, Mar. 10 - Hong Kong Disneyland will hold opening ceremonies on
Sept. 20th. According to a senior official of the company, Hong Kong
Disneyland plans to begin trial operation on Aug. 15th, and will open a
few days each week for representatives of the tourism industry,
engineering sector, governmental organs and non-governmental
organizations. The company might also arrange through charitable
organizations for some families and children to visit Hong Kong
Disneyland.

Mainland China's richest man retains the discipline of a student

Chinanews, Mar. 7 - Had he not been working in the fashionable
interactive entertainment industry, had he not successfully handled one
capitalist transaction after another, Chen Tianqiao, the richest man in
mainland China, would undoubtedly be considered "old-fashioned:" working
hard everyday, never going out for entertainment, never enjoying reading,
and dressing in an out-dated style.
Currently the Chairman of the Board of Directors and the Chief Executive
Officer of Shanda (Nasdaq: SNDA), Chentian Qiao served as head of the
organization department of the Committee of the Communist Youth League at
Fudan University more than 10 years ago. Up to now, Chen Tianqiao has
retained the characteristics of a good student cum party member:
hardworking, conscientious, leading a thrifty and simple life, a model
for his colleagues. These characteristics are also the "magic weapon"
that he used to establish his online entertainment kingdom, Shanda.
On Feb. 8th, Sina published its annual financial report; due to
under-performance, its stock plunged in value. Shanda grabbed the
opportunity and purchased over 7 million Sina shares in just two days.
Shanda completed the purchase when the price of Sina stock was at its
lowest and became their largest shareholder of Sina for the price of only
230 million USD. This purchase is considered a classic move within the
industry.
On an ordinary day, Chen Tianqiao gets up around 8 o'clock and begins
work at 9 a.m. He has lunch and dinner at the office cafeteria and does
not finish work until 11 p.m. This has been his life for the past 5
years, and during this period he has never gone out for entertainment,
not to mention such luxuries as cruises, sports cars or clubs.
In his mind, to "retain the simplicity and passion of a student" is an
essential management strategy. "If I get off work at 5 every day and
receive special treatment in my life, how can my colleagues work hard?"

BEIJING, March. 7 - China will maintain the current foreign-exchange
system but will allow the market to play an increasingly larger role in
determining the renminbi's rate, according to the nation's
foreign-exchange chief.
Guo Shuqing, director of the State Administration of Foreign Exchange
(SAFE), said more instruments will be introduced for trading this year;
and SAFE would also consider permitting instruments that enterprises can
use to hedge risks in the foreign exchange market.
Guo and other senior economic officials have said the yuan's exchange
rate will be allowed increasing flexibility as the country reforms its
exchange-rate system.
Meanwhile, capital injection and bringing in strategic investors are
among options for China's financial authorities in their attempt to
recapitalize the Industrial and Commercial Bank of China (ICBC), he said
at the sidelines of the National Committee of the CPPCC meeting yesterday.

Liu Xiang wins first championship of 2005

Beijing strives to be software capital of China

Chinanews, Feb 24 - The "Sino-Indian Software Industry Cooperation
Summit" will be held jointly by the Beijing Municipal Commission of
Development and Reform and the Beijing Municipal Science & Technology
Commission in Beijing from Feb 27 to Feb 28. It shows that Beijing has
accelerated its absorption of knowledge and experience from the
international software industry in order to transform itself into the
"software capital" of China. It is learnt that the theme of this
conference has been defined as "Cooperation and Development--New
Opportunity for Chinese and Indian Software Enterprises."
Beijing has been in the vanguard of China's software industry through the
last ten years. By the end of 2004, Beijing has certified 2,298 software
enterprises in its jurisdiction. The turnover of the software industry
reached 52 billion yuan in 2004 and exports accounted for 40% of the
whole country's revenues. In terms of total turnover of the industry, its
growth rate and total employment, Beijing alone accounts for over one
third of the entire country.

The Ministry of Land and Resources disclosed recently that the country
was planning to reinforce its efforts to restructure basic farmland in
the future. Based on the distribution data of China's basic farmlands and
financial status, the Ministry would assign annual restructuring tasks to
all provinces, autonomous regions and cities. Local departments of land
and resources have the responsibility to apply for national funding in
restructuring programs and implement these programs, ensuring that the
growth of new farmland under the programs will not be less than 3%.

On Feb.16, a notice announcing that the book "The Man Who Changed China"
is out of stock, hangs in a Xinhua bookstore in Yang Zhou, Jiangsu. The
book was published over the Spring Festival in Yang Zhou, Jiang Zemin's
hometown. The first batch sold out in two days, forcing the bookshop to
reorder. The biography was written by Dr. Robert Kuhn and gives a careful
account of Jiang's life, focusing particularly on the ten years he led
China. Kuhn turned to many firsthand sources; he includes interviews with
Jiang's relatives, friends and staff members.

Telecom, railway services sector to open wider

The growth of the services sector should be accelerated and opened wider
to private and foreign investors, the State Council has said.

Market access for such sectors as telecommunications, railways and civil
aviation - by far largely State-owned - will be increased and more
competition encouraged to diversify investment, the Cabinet said in a
document released yesterday.

The country will establish an "open, fair and rule-based" market access
system, according to the document, which urged local governments and
departments to encourage foreign investment and improve the legal
framework in the sector.

Private investors are encouraged to "raise the proportion of non-State
output in the national services industry".

No domain should be off-limits as long as the law does not forbid the
entry of non-State investors, the document said.

The State Council said the services trade should be encouraged to change
the foreign trade growth pattern, which comprises mainly exports of
low-end manufactured goods.

Some local governments were criticized for tilting toward heavy
industries and ignoring the services sector, which made up 40.2 percent
of China's gross domestic product (GDP) last year. It generally accounts
for about 70 percent in developed economies.

Opinion: Grow service industryThe service sector will shift the growth of
the economy from an industry-driven pattern to one that relies on
domestic demand, reducing pressure on the environment and exports.

The sector is important for China as it makes efforts to change its
economic growth pattern, reduce consumption of energy and resources and
create jobs, the document said.

Given those benefits, "developing the services sector is imperative for
China," Liu Xiahui, an economist with the Chinese Academy of Social
Sciences, told China Daily.

"But for the moment, it still has to rely on the industrial sector to
generate more tax revenues and achieve a high rate of economic growth."

Liu said while the general services industry, such as the catering trade,
has grown fast, many regions are not developed enough to accommodate
high-end value-added services, such as finance. "We cannot ignore our
economic reality."

"But I do hope the country can make bigger strides in developing the
services sector, which is in line with China's future needs," Liu added.

As one of the steps, the State Council urged more input into sectors
oriented toward people's livelihood, such as real estate, non-State
nursing homes for the aged and culture.

The cabinet put special emphasis on the services industry in rural areas,
urging an increase in farmers' incomes and a relaxation of the urban
household registration system.

This is the first time SEPA publicly stopped projects under construction according to the "Environment Impact Assessment Law of the People's Republic of China (EIAL)". The severity of the punishment�Cstopping the illegal projects on their tracks�Cwas unprecedented. Pan Yue, deputy director general of SEPA, said these projects began construction without obtaining approval for their environment assessment reports. "By stages SEPA will resolutely rectify and investigate illegal projects according to the law. Whether we find one or one batch of such projects, we will deal with them. We would put an end to illegal construction projects." Pan Yue's firm tone showed his determination. This was not the first time that 44-year-old Pan Yue aroused the media's attention. Back in the 1990's, when he was still deputy chief director of China Youth Daily, he organized a series of discussion on "reconstruction of spiritual home for China's university students". In the mid 1990's when he was deputy director general of the State-owned Assets Administration Bureau, he was in charge of cleaning up and investigating losses in state-owned assets. In the late 1990's, he organized a series of operations to "crack down on counterfeit goods" when he worked as deputy director general of the State Bureau of Quality and Technical Supervision. Last October, his theme speech titled "Environmental Protection and Social Justice", given on the fifth Green China forum, was widely reported. This time Pan Yue once again became a focal point of public opinion. China Newsweek Reporter : This time SEPA announced a list of 30 power projects that violated environmental laws. It appeared extremely noticeable when the whole country was facing such a great shortage of power. Some people worried that your action would aggravate the already tense situation of power shortage. Did SEPA weigh the pros and cons of its enforcement actions? Pan Yue : We have thought hard on this problem. China presently has power shortages, but as for future energy demand, the power projects in construction exceed this demand. The power stations being finished this year will add 150 million kilowatt (kw), one and a half times greater than the approved capacity. What's worse, of the 280 kw of power projects currently in construction, 120 million kw started construction before passing SEPA and other reviews and approvals. If we let these illegal projects continue, from the point of view of the environment, it will generate a vicious circle of high-energy-consuming industries and more power station construction reinforcing each other. From the point of view of the economy, it will inevitably result in a great surplus of power and a drastic rise of bad loans for lenders to these ill-conceived power projects, consequently damaging steady and constant economic development. China Newsweek Reporter : At the press conference, you indicated that events such as "Tieben" would never be allowed to happen again. After the "Tieben Event" occurred, some people were of the opinion that as the project was more than complete, if the construction continued, both the region and the country would benefit. Once the project stopped, the loss would be total. Will the electric power project which SEPA stopped face the same predicament? Pan Yue : To stop a construction project may cost several billion RMB. But if the construction continues and the greenhouse gases discharged by coal combustion in illegal thermal power plants exceed a certain per capita threshold, China's expenditure to fulfill its international commitments to clean things up will reach 50 billion US dollars, a bigger boss. According to calculation by the World Bank, diseases caused by coal combustion cost China 390 billion US dollars, accounting for 13% of our GDP. That is also a huge loss. If there is excessive electricity that results in more non-performing loans, causing turbulence to the Chinese banking and financial system, the loss in national economy will reach one trillion US dollars or even more. We mete out punishment according to relevant laws. If the law-breaker can bargain down his punishment, how can the law build respect and prestige and how can the central government's principle of scientific development be implemented? If the laws and regulations are not executed effectively, they will lose their authority and result in invalid decrees and social confusion. From another point of view, for the long-term interest of the country, sometimes one needs to exceed the certain limits in "righting the wrong". China Newsweek Reporter : Private enterprises are generally smaller and usually have fewer resources to implement environmental protection measures, but private enterprises are often singled out for enforcement in SEPA inspection while bigger state-owned enterprises are left untouched. Will SEPA consider the background of the enterprises when it is conducting an inspection? Pan Yue : The only criterion for punishment is that it is unfriendly to the environment. I pledge that we will never make a difference between a state-owned enterprise and a private one, and will not discriminate against any private enterprise when we punish those who pollute the environment. We will not just beat the "rat" but spare the "tiger". Anyone who breaks the laws of environmental protection will be punished. China Newsweek Reporter : Many people mention that China is a developing country and face various development tasks, while environmental protection is not necessarily the most important issue. Why have you still pushed for environmental protection in the last two years? Pan Yue : It is not because I work for the SEPA that I emphasize environmental protection. I have said many times that simple economic development cannot solve all the problems that confront us. For instance, if an equitable allocation system has not been built, even in a developed economy you will see enormous gap between rich and poor and this would eventually result in social instability. If we do not accelerate in implementing reforms on many fronts, the faster our economy grows, the faster the eventual crisis will come. I insist that we should reconsider the "only economic growth counts" theory and oppose the "only political determinism" theory, especially for China, an ancient civilized country. Nowadays, over-emphasizing economic development has already caused many environmental and social problems, such as SARS, the Tuojiang River pollution and others. Our population structure is greatly different from that of other countries. We have no turning-back if we make mistakes on environmental protection. Environmental problems do not merely concern our offspring, but determine whether people of our generation can live safely. Our environmental capacity has already reached the limit of sustaining economic growth. Environmental problems have become bottlenecks that restrain China's economic and social development. China Newsweek Reporter : Can China maintain economic development and environmental protection at the same time? Pan Yue : Actually, we are able to change the present pattern to a sustainable development model and we should do it immediately. The United States solved its environmental problems when per capita gross product reached ,000 to 10,000, South Korea solved its problems when per capita gross product reached ,000 to 6,000. Nowadays, some provinces in East China have realized ,000 per capita gross product. With proven techniques, we are able to solve environmental problems ahead of time and pay equal attention to economic development and environmental protection. I mean, we can make environment our top priority in the east and even make some changes to how we evaluate the performance of local officials. China Newsweek Reporter : Why should we change the way we evaluate the performance of local officials? Why should we think this is very important? Pan Yue : We should work out our development strategies in line with local situations. Industrial development might not be suitable in some places and the main tasks there would be to preserve the ecological environment and water resource. Therefore, we should not measure the achievement of an official in such places by annual chemical fertilizer output or tax revenues. The standard is very simple: how well have they done in soil and water conservation? For other places, treatment of pollution should accompany industrial development. Different areas should work out their own objectives, standards and policies in accordance with their population and overall economy. If this cannot be assured, it will undoubtedly result in redundant construction projects in different places and insoluble environmental problems. China Newsweek Reporter : However, in some poor areas, the most urgent problem is shortage of food and clothing. Some local residents think environmental protection is a luxury when people do not have enough food to eat. Pan Yue : How to balance environmental protection and social justice is a current key issue in China's environmental protection undertakings. With a wide gap between rich and poor, it is very difficult to protect the environment. The rich are unwilling to give up the material wealth they are enjoying, while the poor are also unwilling to suffer any more. The poor will push for economic development by every possible means, hoping eventually to attain a high-consumption lifestyle. If we emphasize environmental protection at this moment, the poor will misunderstand that we want to deprive them of their economic rights. However, if we allow the poor to pursue economic and social equality by destroying the environment, the whole nation may be in peril, as China has 1.3 billion people and so few resources. Therefore, we are now studying an ecological compensation mechanism, with a goal of requiring environment-beneficial districts to pay districts that make sacrifices to protect the environment, requiring the rich that consume huge environmental resources to pay the poor, and requiring heavy polluters to pay pollution victims. In this case, those disadvantaged areas and communities need not make an either-or choice between environmental protection and economic development. CNPC reported record profits in 2004

Chinanews, Jan. 16 - China National Petroleum Corporation (CNPC) reported
550 billion yuan in sales revenue in 2004, with over 110 billion yuan of
profits and 105 billion yuan of taxes, all record levels. CNPC's revenues
accounted for 10 percent of all revenues of enterprises owned by the
central government, while CNPC's profits were as much as 25 percent of
all profits reported by the same government-owned enterprises.
According to an official release, CNPC discovered in 2004 six new
districts, each with at least one hundred million tons of petroleum
reserves.

We are happy to see that wages of employees in China have seen the
fastest growth in the past four years since the adoption of the reform
and opening policy in the late 1970s, but meanwhile we cannot ignore some
problems behind it, says a commentary in Qilu Evening News. An excerpt

Firstly, the fastest wage rise is based on the fact that the wages of
employees have long been kept at a low level. The average yearly salary
of employees in China was 12,422 yuan in 2002 and 21,001 yuan in 2006.
Though the salary rose 12 percent year on year excluding inflationary
factors, the average monthly salary of employees in China is barely over
1,000 yuan. If compared with the robust economic growth, this level of
salary is not high.

Secondly, the period of the fastest wage rise is also the time when the
income gap is widening. Although the average income and the total sum of
income have both seen big increases, even faster than the growth rate of
China's GDP of the same term, the income of the majority of employees in
China is lower than the average income. That's mainly because high
incomes have greatly lifted the average income to a higher level.

Thirdly, the fastest wage rise occurs when the prices of some goods and
services rise too fast. Housing prices are shooting up, putting great
pressure on ordinary people. Education, medical treatment and public
utilities like water, electricity and gas all see large price increases.
That's why people feel much more pressure than before even though they
earn more.

American economist Stephen Roach believes there is a strong chance the
United States will impose trade sanctions on China before the end of the
year.

"The biggest challenge facing the world economy that I can see is the
trade protectionism that is building up between the United States and
China," he said in an interview with Xinhua during a visit to Beijing in
his new role as chairman of Morgan Stanley's Asia operations.

Roach has testified in the US Congress three times from February to May
on US-China trade issues. "This is very rare. It shows me that the
American Congress is very serious about taking actions against China," he
said.

The Chinese government protested solemnly on Friday against the
"indiscriminate and automatic" detention of some of China's aquatic
products by the United States, the latest in a line of food safety issues
that have arisen between the two countries and one that Chinese analysts
feel might be a prelude to a twist in the China-US trade ties.

"In its rush to impose trade sanctions on China, the US congress risks
making a policy blunder of monumental proportions," Roach said.

"We don't have a bilateral problem with China. We have a multilateral
problem here. Blaming deficits on China won't fix anything," Roach said.

The United States registered US$836 billion in trade deficit last year.
The Chinese bilateral deficit of US$232 billion represented the largest
portion - 28 percent - of America's overall multilateral trade gap but
the deficits with other partners were three times as much, he explained.

"The United States runs trade deficits not because it is victimized by
unfair competition from China or anyone else but because it suffers from
a chronic shortfall in domestic savings," Roach said.

America's net national saving rate plunged to a record low of one percent
of the national income for the 2004-2006 period, leaving the United
States no choice but to accumulate trade deficits to attract foreign
capital.

Trade sanctions such as tax and countervailing duties are functional
equivalents of tax hikes on US consumers and American multinational
business. In response, China can put reciprocal tax on products sold to
the United States and diversify China's foreign exchange reserve from the
US dollar.

China's primary energy consumption rose by 8.4 percent in 2006, six
percent more than the growth rate of global consumption, according to a
report released by BP on Monday.

The world consumption rose 2.4 percent last year, slowing from a rise of
3.2 percent in 2005, according to the BP Statistical Review of World
Energy.

China consumed 1.7 billion tons of oil equivalent in 2006, accounting for
15.6 percent of the world's primary energy consumption, the report showed.

More energy was consumed by developing countries in 2006 while the OECD
countries slowed down in energy consumption growth, said Christof Ruhl,
an economist with the BP group.

The rise of global carbon emission is higher than the growth of global
energy consumption in 2006, due to the sharp rise in coal consumption in
the world, he said.

China consumed 350 million tons of crude oil, up 6.7 percent from 2005,
while its oil output rose by 1.6 percent to 183.7 million tons in 2006.
China's dependency on oil imports stood at 47 percent in 2006.

According to statistics of BP, the spot Brent price for crude oil
averaged 65.14 U.S. dollars per barrel in 2006, nearly 20 percent higher
than the 2005 average with price peak at above 78 U.S. dollars per barrel
in last August.

The global oil consumption grew by 0.7 percent in 2006, the weakest
growth since 2001 and only a half of the 10-year average, owing to the
soaring oil price.

World total oil output reached 3.9 billion tons, up 0.4 percent from a
year ago, according to the report.

China is also catching up in gas production and consumption. It consumed
55.6 billion cubic meters of natural gas, up 21.6 percent from 2005, and
produced 58.6 billion cubic meters, a year-on-year growth of 17.2 percent.

The global natural gas consumption grew by 2.5 percent and gas output
rose by 3 percent in 2006.

Central bank: CPI to grow 3.2% in 2007

China's gross domestic product (GDP) will grow 10.8 percent and the
consumer price index (CPI) will rise 3.2 percent this year, predicts a
central bank research group.

GDP growth for the first half of this year may hit 11 percent, the group
said in a report released on Thursday, according to the Financial Times.

In the first quarter, China's GDP posted an 11.1 percent growth after
rallying a 10-year high of 10.7 percent in 2006.

The group forecasted the CPI increase in the January-June period at 3.0
percent, equal to the central bank's target for the whole year.

It attributed accelerating inflation to the price hikes in meat, eggs and
cooking oil which is expected to add to the inflationary pressure in the
latter half of the year.

What may further push up the overall price level are the high oil prices,
price restructuring of resources, and rises in labor cost, said the group.

However, the reduction in import and export tariffs, and export rebates,
as well as an overcapacity in certain consumer goods may help mitigate
the upward pressure.

In May, the CPI in the country reached a two-year high of 3.4 percent
after rising 3.1 percent in March and 3.0 percent in April.

Inflation worries PBOC

The People's Bank of China (PBOC) is concerned about inflationary
pressure and is ready to make use of a range of monetary policy tools to
curb prices rises, a senior official said yesterday.

"The central bank is firm on keeping inflation under control," Yi Gang,
assistant governor of the PBOC, told reporters at a fiscal forum in
Beijing.

"We have many tools at hand," Yi added.

China has seen its consumer price index (CPI) exceed the benchmark line
of 3 percent set by the central bank - in May, it hit a two-year high of
3.4 percent, after reaching 3 percent in April.

People have been expecting the central bank to raise interest rates or
take other tightening measures to rein in rising prices.

The central bank will make proper use of the tools to control inflation
and keep price levels and economic growth stable, Yi said.

He added that increased asset prices would not be a factor in taking
tightening measures.

"We are mainly concerned with inflation, which mainly means CPI in
China," he said.

In the long run, the central bank aims to keep real interest rates
positive, Yi said.

US Capmark joins Wuxi property development

Capmark Financial Group Inc, a US-based real estate financial company,
has teamed up with a Chinese developer for a property project in Wuxi,
its first foray into the country's property market.

The US firm will invest more than $30 million for a minority stake in a
residential project, which will be jointly developed with Shanghai-based
Chiway Holding.

The Wuxi project in East China's Jiangsu Province, scheduled to be
completed by 2010, covers 323,530 square meters and comprises 2,800
residential units, according to Chiway Holding, which acquired the land
last August.

Chiway will be responsible for the development of the Wuxi Regent Town
project, which is located in the city's New District.

"We see urbanization, the emergence of growing middle class, and
availability of residential mortgage as important factors contributing to
the long-term growth of the residential market in Wuxi," said a statement
by Dawson Steven Lin, president andCEOof Asia operations, Capmark
Financial Group Inc.

"We continue to believe in the long-term prospects of the Chinese economy
and its real estate market."

Capmark, one of the largest mortgage service providers in the United
States, will mainly focus its investment in eight Chinese cities
including Beijing, Shanghai and Guangzhou, according to Daniel Li,
managing director, Capmark Finance Inc China.

Residential development will be Capmark's major focus, but it will also
explore opportunities in the commercial buildings business in China, said
Li.

Investment in China's property market amounted to 721.4 billion yuan in
the first five months of this year, up 27.5 percentyear-on-year, figures
released by the National Bureau of Statistics showed, 504.2 billion yuan
of which was poured into residential projects.

A growing number of both local and overseas property developers are
moving into China's second-tier and third-tier cities, attracted by the
relatively low land prices and the untapped market there.

Kerry Properties, a Singapore-based developer, this month said it has
bought two plots in Chengdu for 1 billion yuan for a residential project,
its first move in the city.

Capmark, which has three core business areas - lending and mortgage
banking, investment, and fund management - opened its Shanghai office in
2005. The office has a staff strength of 15.

Sandy Liang is the mother of a four-year-old girl living in Guangzhou.
Like many others in the city, she gets up at seven in the morning and
drives her daughter to her kindergarten before she gets to work. But
that's where the similarity ends.

Unlike others, who sweat through hours of traffic jams from the school to
work, Sandy enters her "private office" by eight, takes a quick shower,
fixes herself a coffee, snuggles into a plush settee and starts working
at home.

"Before I chose to work from home, I would usually have to spend two
hours on traffic every day," Liang says. "But now, I can freely arrange
my own work schedule and work for hours without disruption."

As the diversity leader of the human resources department of IBM's
Greater China Group, Liang's job is to promote the development of IBM's
female employees, create equal opportunities for all kinds of talent, and
further IBM's flexible work programs.

Every day, Liang makes calls to IBM's departmental bosses and other
employees across the Asia-Pacific region to liaise with them on her work
and reports the progress to her boss, who is located in Beijing.

"I go back to office about once every month because I don't want to lose
touch with my colleagues in Guangzhou, although my work is not directly
related to them," Liang says.

In IBM's Chinese arm, Liang's experience is shared by many through the
flexible work program, which includes working at home, working part-time,
a mobile work program, leave of absence program and an individualized
work schedule program.

Since it was first introduced in China in 2001, two-thirds of IBM's 9,000
employees in the country have joined the flexible work program,
eliminating from their lives the strict restrictions of time and location
that comes with conventional jobs.

Through these flexible programs, IBM wants to encourage its employees to
find a schedule and atmosphere that best fit the nature of their work and
personal needs, thus increasing their productivity and earning their
loyalty.

"Flexible work programs enable us to pay more attention to individual
needs of IBM employees and help us attract and retain more talents" Liang
says.

Quiet revolution

Since the mid '90s, working from home has become an everyday part of
modern employment practices in all major industrial countries. There's
increasing evidence that a similar revolution is underway in China.

Horizon Research Consultancy Group, a Beijing-based research company,
released a SOHO (small office-home office) report in 2004, saying the
number of people who work from home in Beijing has reached 188,000.
Others have reported that the number has crossed 1 million in the capital
and 700,000 in Shanghai.

"Few figures are available from government or other researchers that
could give us a comprehensive picture of just how many Chinese people are
working from home," says Shen Min, an analyst from Horizon Research
Consultancy Group, who is responsible for the SOHO report. "But as an
emerging trend, it's gaining enough momentum to make it difficult to
ignore its impact."

Most Chinese people actually got their first taste of working from home
in 2003, when SARS struck, forcing office-goers to lock themselves up at
home and connect with colleagues through the phone and Internet. The
increasing mass application of new technologies such as VoIP and WiFi in
recent years has only reinforced the status of remote working as a real
alternative.

"Advances in information technology have made it possible to work
remotely from a central office while staying in touch with colleagues,
lowering costs and increasing efficiency," says Liu Bin, chief analyst of
research house BDA China.
